Coastline College Learning Center and the Rose Cultural Center, a performing arts theater, are two distinct and interrelated civic/educational buildings located within the Westminster Civic Center Campus. Together, the two buildings, designed by CO Architects, create a 600-foot long plaza fronting the public street. This linear plaza is a continuous sequence of exterior courtyards, terraces and walkways which fold down to the street and facilitate a variety of outdoor functions. The public plaza terraces from the street up to the theater through a tree grove. The courtyard space includes a small stage for outdoor performances and casual lounge seating adjacent to the meeting rooms. The buildings are adjacent to a Vietnam Memorial and are designed for the diverse, multi-cultural community of Westminster, home to the largest Vietnamese population in the U.S.
